The technique I've read about and use is to couple chassis ground and earth ground with a 10 ohm 1W resistor paralleled with a 0.1uf cap.  The resistor directs any ground differentials to earth ground (and not through you) while the cap shunts RF.

I cannot for the life of me find the source of that info, but it made sense to me.  I've used it without a problem in test equipment at work and in a couple of DIY projects.
