New module: Varilogic II - After JH and tomg

Happy New Year,

Heres another idea stolen from Juergen Haible (also tomg) and
hopefully improved upon.

Juergens original design for the Varilogic module was very
intriguing. I wanted to redesign it to put the logic selection
under voltage control and reduce the cost. As a bonus we
get an envelope generator or LFO from the same circuit.

It uses one LM3900 and one CD4052. Total price should be
under US$2 excluding pots.
