Yes, it would. In a +-15V system at least +-13V can happen. For the
manufacturer it is already enough trouble to keep the guaranteed
parameters in spec.
The parasitics are a pain in the a**, because it is not so easy to test
them, and OTOH "guaranteed by design" is also not applicable, since you
don't design this, and there is not much CAD tools help to do this.
Measurements of substrate currents etc. are impossible, so you would
have to rely on simulations, and after processing on measurements of some
"golden" devices.
All this gets extremely worse when no feedback is applied:
comparators etc.
