I've seen this in construction.  We do AC for cell phone tower sites, and 
they use this foil-backed drywall to keep the RF to a minimum inside the 
building.  The sheetrockers told me it costs about $25 a sheet.  They use it 
on metal studs, so only a few groundstraps were really needed
