you could experiment with thermoelectric coolers.  When you apply a
voltage across these they become hot on one side and cool on the other -
very cool.  The key is that you need to get rid of the heat on the hot
side.  You can do this with a large metal heat sink or with a
coolant-assisted smaller one.  I've seen some for pc's that just have a
regular heat sink on them.
