I'm strongly in favor of the present arrangement, because it is never
REALLY embarassing to send to only one person & then have to resend,
whereas if you are intending to send only to one person, it can be VERY
unfortunate if you send to all. (I have only seen one list that has
automatic reply to all..... yeah, I ****ed up!)
A good thing with the present arrangement, is that it makes you think 
before you send an OT reply to the whole list!
