Actually there are quite a few which do this or could be modified to do so.. 
I have a Vesta DIG420, this has CV gate ins on it already, Digitech rack 
delay, cant remember the model #, has lfo modulator built in.. this then 
could be modded for CV, boss mini rack delay uses 4046 pll vco for driving 
the delay, you can patch into there as well.. I did that years ago.. now 
also there is a one which is sequenced fx, it runs on midi clock and syncs 
to it, all the controls are in terms of a % ie 100% = 1/4 note or something 
like that.. so it always stays in time with yr midi.. [that's what I was 
working on messing with the boss del! ]
