Holtek "Voice Echo" chip

This chip looks like it would be good for making an "analog" delay.
It's actually digital, but it has a voltage controlled delay time.  I'd
love to get my hands on one to play with, but a quick Google search
didn't turn up any retailers.  (Holtek is based in Tiawan, and probably
sells only in quantities of millions or something...)  Has anyone ever
heard of this chip?  Anyone actually *have* one?
