you use a timer to generate a basic frequency (31kHz) that then is divided.
It is possible to use the uC clock for the basic frequency instead, e.g.
4MHz clock= 4MHz basic frequency.
A timer int routine can be used to do the 12 root division.

Unfortunately, this would not allow you to have an easily tunable master
clock. Adjustable master tuning is usually considered a basic necessity.
