Don't think there any top-octave dividers left on the marked.
Hope I'm wrong here but...

Maybe use small a FPGA or program a uC to do the job.
E.g. AT90S1200 with internal oscillator enabled, about $3 no extra
components needed.
Fit the fpga/controller on a small print the size of the Mostek IC to get a
pin compatible replacement.
Should work :)
