Tube expo convertor.

This is a _question_, not a _statement_, I'm here to learn:

I thought I read somewhere, possibly on this list, about
"starved tube" operation in which a tube is operated at
a plate voltage below some optimum value and that the
tube could suffer shortened life span from this.  First,
is this true? and if it is, would this circuit be 
considered a "starved tube" circuit?  It seems it would be
since the anode-cathode is operated reverse biased.
