if you only want to do it over the audio range, this is possible.
treated in Horowitz&Hill "Art of Electronics".
Arises in some single sideband modulation schemes.

Making it voltage dependent wd not be easy!!! (the SSB ones are 90 deg)
But, it could be done with switched capacitors. The maths are well 
beyond me.
