toroid transformer Q

Well guys, I did what Heiko suggested and made some measurments.

Without short there is 100 mV vetween the chassi and the mounting bolt.
Current through my DMM: 460 mA. This is without the lid on, mind you.
It may be slightly different (more?) with the lid, as I suspect it
will pick up more magnetic flux lines. 
The toroid is 15 VA.
