There is a linearity spec of it in the datasheet.
The 74HC4046 can go downto 0.3 % @ Vcc = 6V.
Also, check the charts. Philips have datasheets among others.
If you can get it, I think that the 74HCT9046 is more interesting, since the
VCO is bandgap based.
