I've had a similar problem with a room mate ones.
This guy played real loud dance music al day long.
After he spent his last money on a new "high-end" (read: loud) installation,
he wanted to show us all the benefits of 2x500W jamo power in a 3x4m (10x13
feet) dorm room.
I suggested that he should use my drum computer as a sound source to demo
his new stuff,
the sucker agreed...

Next he was told that the dynamics of the drum computer could destroy cheap
home stereo's
and that therefore he should play the drum computer at a modest level.
Naturally he concluded that he could show off his stuff by turning the
volume way up.
The first few measures where programmed at very low velocity and sounded
annoyingly loud.
Then a triangle and a kick kicked in at full velocity, surprisingly quiet.

According to Dutch law you can get this guy to court.
However the procedure may take some time.
First he will probably be convicted to stop the noise and pay a sum for each
time he doesn't.
In exstreem cases he can be forced to move, even if the homes are owner
occupied.
This however is a last call, if all else fails.

In the case of a owner occupied flat (apartment building),
there will probably be a owner organization.
You may get help from there before taking to court.

O'cause you should try the microwaves, relays and tesla-coils first, way
more fun! :))
