Hehe!

I guess this is not so easy. The guitar will pickup mainly H-Field,
that would mean enomous Energy on your side. I guess the cieling is
concrete, with steel armend. This will shield a little bit. The guy
will be ~3m above you.

When my TV is on, the field is not so strong that it would keep me from
playing sofa guitar...

So the only way would be a beam of HF, in the hope that some of that
gets demodulated in the amp and will be audible. So the first idea
is a AM transmitter. A directional antenna would be cool for that.
I don't know nothing about antenna.
It is not so easy to get a reasonable power into the antenna,
many coils...

How about a tesla coil? We had an interesting link some days ago.
These things ARE agressive.

Next thing would be line bound interference, in the hope you can get
through the amps line input filter. Sometimes old shavers or coffee mills
are pretty good for that, espeacially if you desolder the anti EMI caps...
Any motor with sliding contacts will give nice sparks....

The problem is, that this is all illegal in any country.. Over here we
have strict regulations when to practise and when not. This goes so far
that special regulations are made eg. for violins, pianos and trumpets...

maybe , if you don't want to speak to this guy, go arround collect some
signatures fromk the other tenants (bass is audible allmost anywhere),
they will have the same problem. Make clear that you are not going to accept
that any longer. Look into the contract , if there is some regulation
about noise... write him that this is against law and contract.

next I would send a letter to the landlord, to make this guy quite,
saying that I'll cut the rent, because the noise degrades life quality
in his flat. This is legal here.

if nothing happens, I would cut the rent down by some 10%, as proposed
in the appropriate court case. This will certainly give the landlord
a kick..

Yes, we Germans like to argue, epsecially in court. We spend millions
and millions for lawyers, most cases are about nothing. Neighbourhood
problems are very common. But the advantage is, that special law and
cases have developed, so there is some regulation you can apply.

If nothing helps, buy a pump gun...

The writer Ephraim Kishon wrote a nice3 story about his neighbour teasing
him with playing radio loud all the time, and singing allong with trivial
music. One day came the relief: Kishon found that his shaver caused
interference... he transmitted sparcs in Morse code... krrrk krrrk,
after a while his wife was for a visit at the neighbours and they told her
about this strange radio... as prepared she told them that she suspected
the ghost of old grandpa in the radio, and supposed to test her "theory":

"Hello, you lost soul, can you hear me?" "krrkk"
"If you say yes, please one sign, if you say no, two
signs, did you get me" "krrk"

...

"do you want that this radio will be silent forever now?" ---

no krrk, the shaver "repaired" itself!

now, a bit louder and nervous:

"do you want that this radio will be silent forever now?!!" ---

"Ephraim!!!" .....
