If all else fails, help your noisy neighbor upgrade to Windows 2000. Eventually
the loud music will irritate his bleeding ulsers and he will turn it down. Of
course now you have to put up with his agonized wailing at 3am. I suggest
turning up your stereo real loud to drown out the noise.
