My first response is always the polite request and a heartfelt
explanation that he is driving you nuts. It always helps to open these
conversations with a bit of non-threatening banter. You are both
musicians for example. Mutual respect, saving face, defusing the
situation, etc....
A lot of people for some reason have NO idea that what they are doing is
a pain!
My second tactic is "the same medicine". Neighbor had a loud stereo. I
put "Jimi Hendrix, Live at Winterland" (double CD set) on one afternoon
and played it ALL at fairly loud volume. Never heard the neighbors
stereo again.
Some of the suggestions you guys came up with are really cool.
My final tactic is call the cops. Did it for one guy like 15 times. He
deserved it, but it did not work. Finally I called the property owner;
the guy was out on his ear immediately. He could not figure out why the
neighbors did not want to listen to his wall of speakers at 3AM.
I saw the wall, I was in awe. One neighbor packed up and moved. It took
six months to fix this nightmare.
The moral is "Don't give up". You have a right to the "quiet enjoyment
of your domicile" (and a responsibility in this regard also..). Small
claims court can be used, but I have not had to go this far, yet.
