Thanks for the various responses, guys.
My flat, and the noisy neighbour's are both owner occupied, so hassling
landlords isn't possible.
Besides which, I would expect an aggressive response from him if I went to
the autorities.

I got plenty of potentially workable electronic ideas tho' and little moral
guidance - what a list ;-)
I'll be giving the focused microwaves some serious consideration...
(Might spark a carrer in electromagnetic data terrorism)
