well, as a bass-player in the same predicament as y'r house-mate, I get very
pissed off when the people downstairs from me put their lights on; they have
a dimmer on the ceiling fixture in the lounge that finds it's way into the
pickups of my 1973 rickenbacker 4001 very nicely. the noise through my amp
(besides my playing, that is) only abates when my hand is in contact with
the bridge/tailpiece.

I stood my speaker cab on some special foam blocks out of courtesy to them
too. and their cats are absolutely the laziest sacks of shit on the planet-
I am still catching mice myself.
so there's the other perspective for you.
