Not exactly on-topic, but I reckon this is the best place to ask...
I live in a flat (apartment for US members) and the guy in the flat above me
has taken up bass guitar.
More specifically, he has taken up playing the same retarded, out of tune
bass parts at any time that takes his fancy, for prolonged periods, at high
volume.
I've tried to ignore it for a few weeks now, but it's starting to really get
on my nerves.
My limited social contact with him suggests he will not respond to polite
requests to turn it down.

I'm looking for a schematic for a device to produce strong electromagentic
fields that will interfere with his amplifier, but not do any permanent
damage to my own gear.
Any hints appreciated.
