   First, drilling the holes with a small drill press or even a hand 
drill will do the trick.  Years ago I picked up a teeny plastic hand 
powered drill just for this purpose.  Thankfully I've never had to use it 
much because it's really a piece of crap.
   Second, forget plating the holes.  For one thing, it's messy 
(chemicals, chemicals, chemicals), and two, you don't need it.  Just 
solder to the top and bottom pads and be done with it!
   BTW, do you know why the holes were missed?  I'm really curious!
