you're off in the archive 'eh... I used to use a lot of Japanese 
transistors (npn - 2SC945 , pnp 2SA733) and you are 
looking at layouts for these. The holes are labeled correctly
but to use 3904/3906's you'll have to bend leads.

If you're holding 3904/3906 in your left hand with your thumb
and finger with the flat facing you the leads are left to right
EBC. If you were holding 945/733 it would be ECB.
