Voltage to BCD chip

Hi, I was wondering if anyone could help me with this. I couple of
years ago I was trying to fix a digital aftermarket car speedometer and
found this chip inside, it was called a "voltage to BCD" converter in
the digikey catalog. I don't see it in their catalog anymore by name and
don't remember the part number or manufactuer. The unit used a frequency
to voltage chip, followed by the voltage to BCD and then I think it was
a
7447 bcd to 7 segment(or two of them.)

I thought it might be good for cheazy "readouts" of voltage levels in
stuff, and cheap. What is the difference between this and a a/d
converter anyway(if there is one)? It was in a 14-18 pin dip. Any
suggestions for a cheap a/dc for dc?
