UPS battery advice

Hi Everyone,
I think this overcharging of the battery thing is old, I mean why can't
these
manufacturers build battery powered devices that when plugged in to
AC they don't overcharge. I'm in the computer industry and I see alot
of this all the time, for example, Dell says "Remove your battery from
your notebook so it does'nt overcharge and kill the battery, when you have
it
plugged into the AC." Why is this? Is it that hard to put a curcuit in the
device
to turn off the charge cycle?
