There is only one switch.(It could simply switch between the OTAs + and -
inputs) This switching is what closes the VCO loop. I think it'll work.
Assumed there is only a dc FM signal, there is the same action as in a
integrator/schmitt trigger oscillator. But this works for either
polarities. For zero input the integrator stops (or almost).

Yes but only because it is switched from the output of the FF!
One has to use perhaps a mechanism to prevent the locking conditions.
