I wonder if it is possible to put a transconductance stage into a
feedback loop, thus reducing the overall gain to 1. Isn't this the way
the SSM2018 works?

There are applications of the CA3080 as floating resistor.  Perhaps one
could do a resistive divider, with the OTA in the lower leg?  Just a
guess, I don't think that this will change anything about the 20mV
problem.
