Very nicely done Harry, and I really like your version of an299.
I don't think you got the heater idea though. If you want the 
chip to stay stable up to 167o you have to heat the chip up 
higher than 167o. 

It will not be stable past it's own temperature. It'll recover 
very fast though.

I can see from your graph that it's probably running at about 
98o as this is where it starts falling off. Rise the chip temp 
and try it again. 

It won't be a stable as you design but it'll be better than it
is now and close enough for rock n roll as they say. It really
does a pretty good job for two resistors.
