It mgiht be the Holtek 8955 echo chip.  It's got AD/DA converters, plus
address and data lines for a RAM.  With an 8955 and a RAM, that would be the
"two echo chips" mentioned in the original post.

For those looking into Holtek chips, you might also want to check out the
8950, a "voice modulator" chip.  They also make some 3-pin packaged devices
that will play "Happy Birthday", etc.
