Yes, 3080.
Same filter also appears in the electronotes PCC, but with some slight
differences.
I built this, based on a hand-written schem from Gene Stopp, using 3140's
in place of the FETs and trannys.

I have no more evidence than what is on the page, but the pinout suggests a
3080
to me, too. I suppose you could substitute in the OTA of your choice
(NJM13600
is nice and cheap). No idea what the FETs are, but looking at similar filter
designs should suggest some possibilities.
