Ha... *neither* college I went to (RIT or Broome Comm College) had *any* courses that involved soldering. Prototyping boards were the norm for lab circuits. If you have good hand coordination, you can learn to solder on your own, why should I pay $2500 tuition for that? Hardly the criteria I'd used for choosing a university.

Every school does this to reduce deadbeat students who generate outstanding university debts. You also won't receive your diploma if you haven't pay your bills. A university is a financial institution, just like a bank or a credit card company, and they want to recover their expenses in a controlled manner. It's more of a credit history issue than a privacy issue.
