1) The US Postal Service is a public service and does NOT operate for profit, loss of revenue is not a concern for them
2) urging recipients to tell everybody you know
3) credibility by association with VIPs or organizations
4) acts on your worst fears and causes you to react on impulse
5) a variation of the "Bill Gates" hoax - it is IMPOSSIBLE to track email, therefore impossible to levy fees
