It's connected to Protective Earth of a wall outlet. Of course not to
Live or Neutral!! I don't know how the outlets in Belgium look like
(you're in Belgium, right?). Are they like the ones in France or like
those in Germany? I've seen plugs without prongs for German outlets for
that purpose.
Important: the wrist "contact" must not be connected directly to
Protective Earth! There has to be a resistor of about 1 Megohm in
between. When you accidentally touch the Live line, it's much more
dangerous if you are connected to Earth the same time. The 1 Megohm is
low enough to prevent damage caused by static charge.

If they are V/oct inputs, yes. You can control the VCO pitch with
keyboard control voltage and have vibrato from a LFO or a pitch envelope
the same time. Or let an analogue sequencer play a melody and transpose
it with a keyboard.
