gEDA looks promising, but the pcb part of it is still alpha:

There are some commercial packages like Bartel's Auto Engineer, but
it is expensive.
The one that seems most complete is Eagle. It is a commercial package
but they have a freeware version for non-commercial use. It
has schematic capture, board layout and autorouting.
