This is a crap chip, IMHO.
Possibly ok for a LFO.. but, it is impossible to get anythig like 
the freq range you would have a right to expect.
There are trcks to get a wider range, but by the time you do that,
you might as well do it properly with a standard OTA/comparator 
approach.
Harris have a long application note on the 8038. I've used it in 
things, but never again.
