Thanks to everyone who responded to the hole size question.
After doing some more digging for docs, it appears that there is a file
called "standard.etl" which binds the various pads and vias specified in
EasyEdit to a particular tool number and drill size. This information is
used by EasyPlot when creating a drill file. I need to do some
experimenting but it looks like I would be able to create (for example) a
custom 62 mil pad with a 35 mil hole instead of the standard 28 mil hole.
It's still not clear to me if "Tool 2" has to be a 28 mil drill, "Tool 3"
has to be 35mil, etc., or if I am free to specify any drill size for a
particular tool number (assuming the PCB house has that drill size I guess).
