archive update and fix

The all1998 and all1999 files are now fixed.  

The problem was that I sometimes mixed up mail from the list with personal
copies (cc) of that mail. This confused the further processing and the
resulting format was irregular (1 out of 100). Inside the mail tool you
can hardly decide which is which, so it took a while until I noticed it.
I've written a little tool to enshure that this problem will not occur
any more.


Sorry for the inconveniance but I allready had my punishment: fixing
the files by hand ;->

p.s.: downloading is quite fast for me, about 1-2 minutes for each file...?!
