Ah, sorry, I have missed to say, that you need a monoflop 
[thanks, m.czech ;-)] between your divider and the 4066
(only a very short pulse for the 4066).
Otherwise you get

  /  /  /
_/ _/ _/  etc.

and not

  /  /  /
 /  /  /
/  /  /   etc.


BTW: The capacitor between the two schmitt-triggers (40106) creates
a defined, short pulse.
