Are you *absolutely* sure the voice chip is broken ?
I had a 106 with a 'broken voice chip' that turned out to be a broken 4051
demux.

If you're sure it's broken, wiggle the chip back and forward until all the
legs break from metal fatigue.
Then melt the solder holding each pin and pull them out with pliers.
Clean out excess solder with desoldering braid or a sucker.
