More SMD vs fewer DIPs

I have seen SMD sockets for programming parts. They are
even more expensive than the adapters. One thing is the PLCC
packages. There are thru-hole sockets for PLCC packages and even
wire wrap sockets.

The "Surf-boards" in Digikey allow you to make a small SMD circuit and
bring it out to DIP pins on the side. These are pricey also.

There is a company that makes small self adhesive printed circuit boards
with a single SO or PLCC pattern on it. I found them in the last ARRL
handbook.
I will see if I can dig out a link, but as I recall the little boards are
like $0.70 each.
They are intended for the construction method where you build directly onto
bare copperclad using it as a ground plane. What we used to call "dead-bug"
construction because you glue the top of the chips to the copperclad with
the
legs in the air.
