How about an allpass filter? An allpass has a delay that is based on
frequency; cascade, oh, a few hundred of these, and you are in business!
I am actually writing a Csound unit generator that should allow you to
construct allpass chains of arbitrary size (up to several hundred
stages); these might have a noticable effect on frequency dispersion.
