New VCADSR

Thanks to everyone for their help with my VCADSR circuit.  Tom got me
thinking about OTAs again so I tried incorporating a 3080 instead of the
VCO.  This one is certainly much improved over the VCO based design.

Fastest attack time is 0.15 milliseconds, longest attack time is around
one minute thirty seconds.
