Tom Henry's "Supercontroller" again

Having again looked over the schematic for this "Supercontroller" it seems
that the 4001 is layed out correctly except that the power connections are
reversed.  Careful following of the +5v power traces will lead you to pin 7,
the ground pin. The pcb layout in Polyphone and the one on the web at
http://www.spiritone.com/~8brain/76477.html both have this problem.  Is there
any chance that this thing works anyway? Or is it possible that no one has
ever gotten this pcb to work?  Any ideas?
