Tom Henry's "Supercontroller"

Hello All,
Has anyone built Tom Henry's Supercontroller and if so did you use the
origional pcb layout that was in Polyphony?  The reason I ask is that in
looking over that layout I found that the power supply traces that go to a
4001 NOR seem to be backwards  i.e. pin 14 to ground and pin 7 to +5 v.  More
to the point, the pcb layout around this chip does not agree with the pin
designation on the schematic.  
Has anyone built this module using this pcb layout?  Or, could someone tell me
what would happen if you reversed the power connections to a cmos chip.  I
would expect bad things, but maybe not?
