Yes, the PICs are somewhat limited on the memory side, also they need 4
cycles per instruction. But the cost for the development system is: Almost
zero.
You can find assemblers and programming software free on the net. This
comes very handy when doing projects that should be easy to copy by anyone
without a programmer. I haven't had a closer look at the AVR but it seems
that they're more powerful and cheaper than the PICs. And they're in system
programmable as well.

Thanks for the info, I think I'll drop my idea of makeing an 8031-based board
towards the AVR.
