yep, programable divider....

YEP, 4067
4 to 16 line mux/demux, put a 5v on the common and feed the ABCD inputs from 
a 4024, driven by your programmable divider.

nah, dont bother with that, use the 4067.

its not a count up, its a Demux/Mux... but it can be used easy eenough, just 
drive the 'output select' from a counter/divider (4024, is my favourite) and 
bingo.

Dont forget , you WILL need diodes on each switch, else you'll get all sorts 
of wierd stuff going on.
