anderton's super tone control

Hi folks, I just completed craig anderton's "Super Tone Control" from his book
"Electronic Projects for Musicians"... it didn't work, but then I realized
that I never hooked up the negative power supply to the ic.. I fixed that
(and replaced the IC just in case).

it works,... sort of..  It works in the sense that sound now passes through
it, but it doesn't filter it at all.  the only pots that appear to do anything
are the high pass and the low pass... and they don't attenuate highs and lows
(respectively) but attenuate everything!  so now, I have two volume knobs...

so I ask all of you wise people.... AM I missing anything obvious?  has
anybody else had similar problems?  any suggestions?
