What is this wire without return path supposed to do ?
I agree there is not much sense assigning an *inductance*, but
is there much sense in such a *wire* without return path ??
There's a concept of "partial inductance", where it indeed can make
sense to assign a value to a part of a loop, but even then you're
normally asuming certain boundary conditions (like there being a loop).
