Dan --   Check the potentiometer. There will be three legs with the middle one
tied to one of the outside ones. If that connection is broken, either externally
or internally in the control, then it will be stuck on the max resistance
setting i.e. slowest portamento. Check for broken wires, cold solder joints, or
a really dirty control.
