For $99, they have a Beginner's Pic PAK that has a fully assembled
programmer WITH power supply, cable, & PIC.  That package includes
Easy PIC'N, a great book for beginners.  They also include a software
program that will load your hex files.

Does it all work?  It is virtually moron-proof.  Unzip the software
(which fits on a 3.5 inch disk and runs under DOS), plug the cable
in the back of your IBM PC, plug the cable into the programmer, put
a PIC in the ZIF socket, plug the power cord into the wall, type
c:\itupic <ENTER> or the directory of your software, type itupic
<ENTER>, choose option # 2 for PIC 16C84 (yes the C84 option programs
the F84), type in the name of your *.asm file <ENTER>, it checks for
the file, press <ENTER>, BOOM!  The PIC is programmed.  You can even
take the PIC out of the ZIF with the circuit hot.

I bought this programmer and I have their programmer and have been
100% satisfied with it.  Also, I note:  although it is an open-faced
electronic circuit, the parts are so well mounted that it will
survive a good deal of rough treatment.  

The only two other things you will need are a copy of MPASM.EXE, the
DOS version or the Windows MPLAB version from Microchip, available free
from www.microchip.com or at many other sites on the web AND a copy of the
PIC 16F84 data book, which covers everything from clock circuit design
to assembly language instructions.

THAT combination will work.
